A disc brake consists of a metal disc, or "rotor", attached to the wheel hub that rotates with the wheel.[31] Calipers are attached to the frame or fork along with pads that squeeze the rotors for braking

So a perforated or rotor channeling the air through the rotor to cool it whilst breaking and heating up is guff?

Wow

of a metal disc, or "rotor",

The " " don't really help your use of the term!

I struggle to see how the fact that they're vectored help cool a surface that's already fully in contact with moving air. Increased surface area will help though. It doesnt channel the air through the "rotor", just through a tiny tiny additional bit of surface area formed by the slits.
