My 1700 was able to go to 3.9 I left the voltage on auto. Get your bios up to date and check not only your cpu temps but also your Vrm temps aswell

The one I've just sold on the MM went up to 4.2Ghz, solid at 4.1Ghz (1.325v) and solid at 4Ghz (1.275v) - on all cores.

Moved to the 3600.. and I'm expecting the same, hopefully it wont disappoint!

That’s your problem stock fan. That’s not going to work. Your going to need to make an investment in the various cpu coolers that are available. You won’t need to go mad either. Noctua do some nice kit if you want to keep on air. You could also go for a small aio.
