Connecting ThunderBolt dock to PC via USB-C PCI-E card... does it work?

Unsure of where is the best place to ask this, but my query is thus:

I've just ordered a new laptop with TB3, so I'm looking to get either a TB3 or USB-C dock to hook up all my perhiperals at work. I also have a desktop for work use, and there's no point getting rid of it IMO. So, if I were to add an expansion card with USB-C, would this plug into the dock and use all features? Main ones are USB and Ethernet to be fair, I can hook the display up directly due to multiple inputs.

So, to answer my own question it would seem not. Thunderbolt devices have their own chips that do not work in a USB-C plug, so I'll look at just using a USB dock instead
