Obvious they are about to defraud a petrol station. Fill up drive off. False plates let them get away with it.

Could be covering the rims in black tape so a description of the car goes along the lines red A4 with black wheels. Carry out a get away they swap the plate back pull the tape off and now have a red A4 with silver wheels less likely to get stopped.

Maybe he was taping up his yellow suspension or red brake calipers
