3600x always idle at 1.4v causing high temps and noise

You would think the Ryzen balanced plan software would replace cool n quiet ?
I googled it and some said try it on and off, some said leave it off since it stalls the system and makes apps and performance suffer when you go to use it from an idle state ( I find this annoying on my intel rigg so have windows 10 balanced power plan on) others said it messes up volts or doesn't drop volts even, looks like it can be problematic in general but good for others.
