YouTube TV plays videos in full screen straight away (browser will also need to be in full screen mode) but sadly Google is going to kill the TV UI. I had a poke around but there doesn't seem to be any extensions that makes the video go full screen straight away, possibly due to extension API limitations.
There's certainly extensions in the Chrome Web store that allow you to control features of Youtube like opening by default in Full Screen. That may allow you to start paused too, but if it starts in full screen do you need it to pause?

Under Appearance > Player > Player size, you can set it to full screen by default. Fit to screen is what i use, as I hide the Banner and it's basically a full screen video I can then scroll down on to view the comments.
