any recommendations what i should buy? It doens't have to be pretty in any way as the blocks are in the garage. i just want a some what smoother wall to then put tools etc on without constant dust and bits falling off.

i've seen conflicting advise, but all seems to be to get a nice beautiful smooth finish. could i just use an undercoat and paint on that, or would a finish plaster be needed too?

Just use a properly formulated paint or epoxy surface sealer, the cost of plastering is huge is comparison to a weekend painting.

Tbh normal interior Matt paint will do the job if all you want to reduce the dust, plaster and render are very expensive ways of making more dust unless done properly and sealed.

Three coast of Matt white emulsion watered down by 20% job done!
