Upgrade advice from current pc

I’ve currently got:
I7-4790k
970
16gb ddr3
750w psu
H105 aio cooler for cpu
Ssd/hhd

I play in 1080p

current games : cs go / apex legends/ arma 3 / Skyrim.

What sort of money would I need to be spending to see improvements that would be worth it? What sort of upgrade path would you guys go and do my parts have any sort of resell value or is it just they are old and outdated parts?

Personally I'd go for a newer GPU first with your current system

Agreed new GPU and take it from there. Probably a GTX 1660 Ti upwards

Graphics card, as advised above. A Vega 56 is an alternative to the 1660ti - depends on the games you play. Here's a comparison and as you can see, they trade blows all day long at 1080p - https://www.anandtech.com/bench/product/2373?vs=2429

If I upgrade my gpu to a 1660ti would that run 1440p okay or would the rest of my system crumble ?

Should be fine, assuming you're happy reducing some settings. Obviously the more you spend the better performance you'll get but either of those cards will be serviceable at 1440p
What sort of card would I be looking at if I didn’t want to be turning things down when playing 1440p ? I don’t mind turning down anti aliasing and some other stuff but I do like playing in ultra/high.

would my other pc components bottle neck since my system is pushing 6 years old.

Currently running a 970 which has no issues on 1080p which I’m still surprised at. Love the card haha.

@jamster0212 - well, how deep are your pockets? The 2070 super is a good card and I think probably as good value as you're going to get at 1440p. Can't afford that? Then maybe the 2060 super? There are plenty of benchmarks and reviews out there so it's really deciding on how much money you can afford and what your minimum visual fidelity is going to be, as unless you spend silly money you're going to be making compromises. Thanks for the reply. I think I could stretch to a 2070 super but I’m abit worried my cpu could bottleneck it.
