HDD tool for External dock?

Anyone recommend some good software that supports formatting and creating partitions on external USB 3.0 hard drive dock?

i have 2x 1TB drives in a USB 3.0 hard drive dock however unable to format them because windows Disk management doesn't pick them up as they need formatting,I've tried a few freeware utilities but they dont detect them either,Its not a HUGE deal if i need to hook them up inside a PC then il do that but if i can help it rather do it in some software but those ive tried so far haven't worked.

Getting around 172.6 Read and 158.8 Write speeds using an external dock which aint too shabby imo.
