Spec Me a CPU/Mobo Combo For Dad

I have a few parts laying around that I'm going to put into a new build for my dad, as his current machine is way too long in the tooth (a Dell that predates C2D!!). All I need are the CPU and motherboard (and a cheap GPU if the processor doesn't have integrated graphics). In his own words, he just wants something that will be "zippy" for general internet and office use, although he does have thousands of CDs he says he wants to rip as well.

So what budget combo would serve him well? Say £150ish for the pair.

For £150 Inc mobo + ram the CPU is gonna be a dual core athlon for £50. I'd have thought an oc 2/3/4 series i7 would be faster

I don't need the RAM, just mobo and CPU. But still, my money would go further on the MM!

You can pick up a ryzen 2200g apu with a a320 b350 b450 for around £150 or less second hand.

Why not just get a refurbished Dell Small Form Factor desktop from that famous auction site? £80 will get you a 4590/8GB RAM/500GB/DVD-RW etc. with genuine Windows 10, and £150 will get you something with a 6th Gen Skylake, and an SSD.
