You need to ensure that file extensions are visible in Windows first. Somewhere in the files and folders settings.

You can also do via command prompt.

Something like,

Rename file.mpcap file.zip.

This won't actually zip the file just rename the extension.

In the search bar next to the windows button type file explorer options and open it, once it is open go to the view tab and untick the box next to hide extensions for known file types once that is done try change the file name, hope I was able to help you

I did that and then unzipped the files into empty directories and dropped them into the minecraft bedrock dedicated server resource pack and behaviour pack files but they will not activate on the server
