Not sure that will fly, (no pun intended), airport bars sell alcohol as that’s their business.
It might be prudent to advise a drinker to ease up if they’re flying, but what can bar staff do if the customer ignores their advice.
If the gate agent, checking boarding passes, sees someone rocking gently, perhaps they should have a hot line to LE, to stop a drunk from boarding, and finally, if a FA thinks a passenger is half in the bag, they perhaps should politely refuse to serve them any more alcohol, backed up by a senior FA.

Real impact of fine on her? None. Shell pay £5 a week for life. May deter others who dont realise this.

Root cause is, she was let on board - its the companies fault. What if the doors where opened and everyone died? Who would get the blame? Her? 100% no. The company? 100% yes. It would be a field day for media, massive company fine and more

Ah yes, the good old Peter Principle, the reason we get the management we do.

Generally you don't need to be management to earn more than minimum wage! I guess perhaps some factories and fast food restaurants are exceptions etc.. but just getting some basic skills can lead you to earning more than min wage.

Nothing to do with any "Peter principle" - the government provides free education up to 18 and then funds apprenticeships, provides loans for university etc... it's up to the individual to actually pull their thumb out and get some skills. There are still jobs out there for the low skilled - though generally better that they're taken by students/young people or part time causal workers than main breadwinners trying to raise a family etc.. they really ought to sort their life out and start adding a bit more value.
