Can I come back to what I fear may be the key point here - the OP needs to find out what is allowed under permissible development (I'm not sure this will be) and therefore what would require a planning application. If it needs the latter you have some hoops to jump through and it is premature to be planning the minutiae if the whole scheme has to go in a different direction to begin with due to planning law and local authority criteria.
