Photoshop character spacing

Can anyone tell me how to turn off fractional character spacing in Photoshop (I'm using an old 2015 version)?

I have set kerning to 0, but still the spacing is different between say an "I" and an "o" or a full stop. I need completely equal spacing for each character, as it's for filling in a form and I need to mach the characters to text boxes.

Isn't this a font dictation, not kerning? Use Courier New or another equally spaced font.

Yup. You need a mono-spaced font.
