Firstly you could buy any machine and make use of Amazon AWS or Google's compute engine or any number of competitors.

and/or use your university resources - they'll have machines with GPUs...

You can always rent access to say a V100 if you need it etc...

If you do buy/build a PC then it's the GPU which is obviously important - in particular the amount of memory and the bandwidth (this is the bottleneck when training). So (perhaps a 2080ti with 11GB could be the sweet spot here in terms of price/performance given your budget, especially with new series coming in) and just build around that... potentially also a 10 series Titan XP (would be perhaps be better than anything regular 2080 or below from the 20 series).

If this is for uni then unless you're doing something very heavy duty in your dissertation then really any mid range or decent older generation GPU would be fine... for example I picked up a 980ti just when the 10 series came in, it was absolutely fine and was at a nice sweet spot then in terms of price/performance too.
