My vote would be for Dumfries & Galloway - rains a lot but lowland Scotland is a beautiful place and most people go straight past heading for the Highlands.

Northumberland is criminally underrated as a tourist destination but I bet even that is busy due to covid restrictions.
I saw more Dutch tourists than southerners in Northumberland, which was a nice bonus.

This is the problem with your metric. Places that people want to go have more spaces for people to go there with. This implies that Rhyl has a total available number of spaces of 28 or 29; you get more than that on the average street in Whitby.
