Transferring data from one SD card to another on Android

I bought a new bigger SD card for my gf to use on her Samsung Galaxy but I'm a not sure whats the best way to transfer all the data correctly. She has some apps and media files already store on the current SD card.

Is it as simple as copying all the files over?

When I've done this the quickest way has been to copy all the files to a PC (using card reader) and then recopy from the PC to the new MicroSD. It copies all the file correctly from the Android directory including any downloads I've made for Apps e.g. Google Maps data.

I haven't however copied over any Apps that had been installed to the MicroSD although I think it would probably work.

Do you know if the MicroSD card is set as Adopted Storage or Portable Storage? If it is portable storage then you can just copy it on a PC. If it is Adopted Storage (ie it appears as an extension of the phone's internal storage) then the entire MicroSD card is encrypted and therefore you can't just copy it.

The second one doesn't look like it has a clear answer, but some of the comments in response to the initial question look like they do the trick.
