It's normal sadly this is what we all have to put up with when running high refresh rates or multiple monitors with mixed high refresh rates.

The extra heat won't effect the GPU 45c is still very much of for idle.

I was more concerned with power consumption at idle / 2D mode. For me, changing desktop refresh rate from 144 to 165Hz made my GPU go from less than 10w to about 60w. It didn't seem worth it to me.
