On my yearly Le Mans escapades I have really good ear plugs. They can keep out the sound of the many cars being revved and fireworks detonating next to the tent. I use the Honeywell Howard Leight ear plugs.I'm in a maisonette in an old Victorian terrace - the walls to the sides are great, and I hear no noise at all. However, there's no insulation whatsoever in the ceiling, and I get no sleep as the man above me snores like a train. Absolutely losing my mind over it
Alternatively I see there are products on the market that are supposed to help with this like the Bose sleepbuds.
