Hard Drive not showing full capacity

Been sent a replacement 250gb SATA hard drive from Maxtor after mine failed.

The BIOS shows it as 250GB, but when I come to install XP the partition only shows 130GB. I've deleted/re-created many times, tried different channels and set it as different priorities in BIOS to no avail.

It's installing away now to see if I can fix it in Windows but I very much doubt that. Have I got an incorrectly labelled replacement?

pre service pack two xp cd?
options either install as is and use something like partition magic to resize the drive to its full capacity later or

slipstream sp2 onto your xp cd

personally id partition your drives in to at least an os partition and storage partition
