The problem with the 3080 is that some are not LHR, especially the founders edition so people who want them for mining will pay more for them than 3080 Ti's. Nvidia supposed to be helping with LHR...
You can get 3080's easily, I was offered a Gaming Z Trio (LHR) for £1099 from a reputable retailer and they had plenty available and plenty of time for me to confirm the order. But in reality that GPU is worth like £800 tops so not going to pay that.
In terms of timings if you were comparing a 3200 MHz CL16 kit against a more expensive 3600 MHz CL18 kit, then it probably won't be worth the extra money for the 3600 MHz kit, since the delay calculation works out to the same value.

Have you considered Fractal? For example Meshify 2 series? There are many great cases in the £100-£150 price range that will pretty much have everything you need tbh.
Is Star Citizen still a thing? To me that game died before it even got released lol, the owners were like "we are not pay to win... blah blah blah" and yet people spending hundreds of pounds on exclusive ships before it's even released. Put me right off.
For a Gen4 drive I would use a heatsink, it'll probably help long it's life and allow it to perform better.

A 3090 GPU (which is pretty much around the best GPU you can get) struggles to run some games at 144 Hz at 1440p. That to me is enough reason not to go for 4K.
If you are into FPS games then you definitely want 144 Hz at a minimum.
