Get the 4ltr works out much cheaper than the 1ltr ones.:).

No it will not pass the MOT and yes it probably will blind people unless you drop lucky on some LED bulbs that have the chips in the correct place.
Brake fluid change is a money maker anyway, it does not "need" changing every two years unless you are tracking it regularly.
