Well, I got home turned the PC on and went into the bios and set the multiplier to 36 and it booted into windows no problem. Tried 37, same thing, 38, same thing, 40 same! Now running prime at 4.4 :) Random. No idea what the issue was, but it seems to be working now. Thanks :)
