if you could get a 3600 for £145 or less as it was early this year, that is 1/2 the price of 5600x for what? 20% less performance? Could put the extra £145 on a better gpu or just save it for the next upgrade/build. 5600x is really just terrible value.

Almost certainly 3060ti is a response to something AMD are launching, which supposedly is a 8 or 12gb gpu about 10% below 2080ti priced around $400. 3060ti will probably be slightly better or worse at the same price and its rumoured to launch end of october.

General usage: 3600 is better gaming: 10600k is better (+ a lot better /w overclock) However given the 10600k is about £80-100 more and needs a cpu cooler and on top of that needs a more expensive z490/b460 motherboard, its not worth potentially £150-200 more cost, when you can make that saving...
