Is one wheel or brake warm after you've driven it? Could be handbrake or caliper sticking slightly to cause the the increased fuel consumption, alto you would expect that on an old car.
i have stored my TVR for 6 months over winter twice and dont do anything other than put it on a charger and cover it up. Tyres have been fine at normal PSI and the fuel has been fine too.

Not sure why you would go with the KS with a ddr4 board and the air cooler. seems like a odd combination. Have you tried undervolting it at all? i think a negative voltage offset would help your clock speeds.
