Thankyou very much! it was indeed the d3dx9.dll fix from their discord that is needed specifically for the 13900K Utter madness! I spent days trying to fix this and even rolled back to windows 10 Genuinely really appreciate this as I was tearing my hair out trying to get this up and running. :D

It runs fine on my windows 10 laptop. kind of tempted to try just copying and pasting files to see if it will magically fix it but i'm not going to hold my breath.
