Everything I have read states pumps should run at the same speed other wise the lower rpm pump is actually acting as a drag and ruining flow rate. The faster pump has to work harder to try to compensate.

VRM'S control power to the CPU lets say for laymans terms. If your overclocking its a very good idea to cool them yes.

Monoblocks are pretty cool (Ha !) as they cool the VRM's as well which are usually a hot spot just next to the CPU (People move to water, turn their fans down as they dont need a smuch air movement and forget about the VRM's and they overheat) They also look pretty awesome. But it costs more !
