I have an R5 so can't be airflow related, must be a faulty card?

60% is around 2000 RPM.

right now it's around 60% at 63 degrees

No issues with my Zotac non-OC tbh, about same or quieter than my old card (Radeon HD 7970). Temps sit at around mid 60s when gaming and when running Heaven benchmark on maxed out settings. Maybe people with issues have a faulty unit, but the amount of people with issues seems very high to me.

You sure? Zotac site doesn't say non-OC has LED lighting
