This is EXTREMELY Common with windows task manager, use CPU-Z + HWMonitor to get the correct clocks :)

Since it appears to be doing it randomly, to me that says it's your board, as the CPU (For me) is always either dead, or alive, if I were you, I would contact your board manufacturer, also Intel to simply warn, they will respond saying wether they feel if its necessary to start an RMA.
