Tho, I don't want anything bigger than 28 Inch as I don't have space for it.

The issue is that my PC won't boot if I have active Display Port in my GPU as it acts dead when Display Port Cable is active in it so I bet it's hardware...

I would get a Ryzen processor since they are cheaper than Intels (haven't checked prices recently as Intel might have changed them) plus RX 480 8GB would be enough for 1080p to get Ultra Details in almost all games.

Razer DeathAdder looks like a nice mouse & is cheap, I'm quiet surprise you can get a Razor mouse that cheap ! I have looked around and it looks like the Razer DeathAdder from 2013 is within my budget.
