Just removed cpu cooler, cleaned it, add new paste, remounted it towards the back of my case and have just gone in the bios and now its at 30c is that a normal temp for bios? I would check in windows but am currently reinstalling it lol.

I was under the assumption i would be prompted to reinstall windows with my new build and a clean sweep of my HDD how comes it booted as normal the same as my old PC? Due to the harddrive not being cleaned?
