I have the Bequiet 300w and all I can say is that it has been working fine for about 18 months .
Powering a 2500K and a Gtx960 with 8Gb of DDR7 +1ssd .. no signs of any problems at all.
the 2500k is at stock speeds. not noisy , but only a six pin gfx card connector .(iirc)

Any cheap half height card will do the job , I went out and paid about £55 for a AMD r3 230 ... didnt really use it, and might bring it all back into service as a media box running windows/plex. Sitting idle at the moment , wondering whether this box is quieter or louder than old PC running...

Everything you are saying sounds likes its related to your network , that could either be your internal network or your internet connection. You should try running some stress tests on your PC with it disconnected from the internet. EG AIDA64 .. run it for 4 or 5 hours , if everything seems fine...

Seasonic do a 300w flextronic size ..You could try for a hdplex 400w much smaller BUT a lot more expensive . I like the look of them and they are well reviewed but I checked and £80 (for brick and pico-psu) for 160w ..which might suit me, so 400w might be £130+ ... very space saving ...
Alternatively : you could upgrade your existing rig with an fx8320 and a better GPU gtx1060 or gtx1070 ? You will get much better longevity (out of your existing setup) and spend less money. You know your existing components are good (hmm ??) maybe add more memory too.
