    Is your FPS locked to some number (VSync ingame, VSync in driver, Radeon chill etc.) ? If so, it can decrease your GPU load. How high is your GPU load? If the GPU load is not maxed, it will not need max memory speed.

    You sure Gigabyte doesn't void the warranty with a custom block? All Vega's have the same "void warranty if removed" sticker on a screw of the reference cooler.

    My memory is maxed out to whatever I set my last P state for memory when playing Doom without VSync, 3DMark Firestrike or Unigine Superposition. Might try any of those options to check? EDIT: You sure your aren't frame limiting the card in any way?
