Actually its not wrong if you go and look at BBC site, if you have the ability to record live TV you also have the ability to watch it live so example a Cable Sub or Sky Sub so you need a license period (you would cancel like me if you do not watch).

If you have a Virgin Cable TV sub or a Sky Sub right now you can watch or recorded a live channel so need license whether you actually watch it or not.
You are watching or can record a live signal so yes unfortunately due to current BS laws.

Leave well along in that case, and again the ME Updates I have done are not Bios updates they are a .EXE ran in Windows normally to add support for a new CPU to existing Mobo/Chipset.
You do however update the bios afterwards that fully support the newer CPU, and instructions tell you to do so...
