Seems about right. Being in Northern Ireland I paid VAT at time of ordering from EK. The total of each block was €338.22 as opposed to €277.23 (€61.01 difference).

Not yet but EKWB are releasing an active backplate 'soon' for their water block. In the meantime, their 3090 FE water block has a hybrid cooling solution since the cold plate in is in contact with the back of the board and the water in contact with the cold plate. I am eagerly waiting it too!

I haven't had that email myself but I am setting expectations to not get my order delivered until end-March. If it arrives sooner that's a bonus!
