The hotlinking rule is intended to stop people from inserting images hosted on other websites - i.e inserting an image hosted on the BBC website or inserting an image hosted on the Microsoft website. You can hotlink images hosted on websites intended to host images such as Imgur, ibb etc...

So that url is to the page containing the image, not the image itself. The IMG tags are expecting the full path which in your case is https://i.ibb.co/mDPnJZG/C8-DA3-D03-8278-4-D5-F-A688-E1573-E47710-C.jpg Copy that URL and try again :)

You must be near me, either in or around Telford. I've seen a lot of "noise" from Exscale but apart from them celebrating limited rollouts to enclaves around Hortonwood, I'm yet to see anything substantial from them.

I guess that will come out in the details when (if) Ofcom publish their final decision later this year.
