Did you try switching out the ethernet cable?? There should be a yellow cable in the smart hub 2 box. In case the cable is faulty. Also the lights are all correct on the ONT as it looks like mine does.

Is it one of the older SR101 / SR102 hubs? if so then the white one does 16 and the black one does 32 devices. The newer ones can handle many more devices.
