This was indeed the issue. Wouldn't boot at all even with the old card after the BIOS update, but a CMOS reset fixed that and I was able to change the setting. Works with the new card now.
I've ordered a Gen 4 riser cable which should avoid this in future.

This is also a definite possibility, you are correct both that I am using a riser cable and that the cable is only Gen3.
Trying a BIOS flash now, but I'll give this a go later when I have time to swap the cards around again.

It's a 750W Corsair PSU, so should have plenty of power. There are 2 "6+2" connectors on the cable, though only the end one really reaches (it's a short card). In any case, in the old machine the new GPU booted up fine with just a 6-pin connected.

It's an ITX board, there is only one. I think the fact that the old card works fine should rule out any damage on the Mobo side.
I've re-seated it a few times, and also the exact same power cables worked with the old card (with the minor exception that the old one only uses a 6-pin connector)...
I've just put together a new build, but unfortunately when I boot it up I don't get any video output from the new GPU.

Not sold on DDR5 justifying the price premium even if you can find any, and no sign of DDR4 ITX boards in stock.
Building a 5800x system instead for now.
And I've now actually ordered this. Seems to be about the only ITX/DDR4 board available to order. Also from pictures at least it doesn't look as though there's too much in the way to obstruct cooler installation.

It would definitely be interesting to see some benchmarks comparing, for example, a 12700k + DDR5 vs a 12900k + DDR4. Or 64GB DDR4 Vs 32GB DDR5.
Most people have a finite budget and want to see where to get most bang for their buck.
Got royally ****ed by this boss before Xmas. Came back to it this week and nailed it at the first attempt. Lucked out and got the "easy" version of Old Monk afterwards too.
Yeah that's the first "real" boss - though you do get to a Vanguard Demon first at the end of the tutorial section which is pretty much supposed to kill you. Phalanx is usually easy enough though - kill it with fire. Tower Knight and now Maneater are the trickiest for me so far.
