    I was suspecting that. Call me cynical, but I tend not to 100% trust a retailers claim to have tested it (you can't rule out deception or incompetence). Like I wouldn't 100% trust the 'PSU self-test', but as he said he tested two. I wish you good luck in getting the retailer to accept fault.

    If have a few HP8300SFF's that I stack. Heat is not a problem, the airflow through the case is all that matters. If you had smaller devices (eg NUC), ones that actually use the case as a form of passive cooling you'd need spacing.

    Spare PC won't power on at all

    Is this your motherboard? There is no button labelled speaker. The closest thing to it that could be mistaken for a button, is a pin to hold the heatsink to the chipset. If this is loose, then that would explain why it doesn't turn on.
