When you get back. If you eat before you go, you'll still feel hungry after the exercise and want to eat again which defeats the purpose a little. If you don't fancy doing more jogging at night or whatever, how about a nice walk in the evening instead, it doesn't have to be intense or anything...

Yeah generally increasing the amount of exercise you do and creating a calorie deficit were you are burning more calories than you are consuming, you should notice more fat loss. Are you close to your target weight?

A lot of people hit this plateau when losing body fat, the way to beat it is to change your routine a little. You should work out the calories you are consuming daily and maybe knock 200-300 calories off it and do an extra 5 minutes on the bike/cross trainer and rowing machine. See how that goes...
