I would first check the power connector from case to motherboard. Is it seated correctly?
You can try shorting the power pins directly on the motherboard to turn the computer on. If it works fine every time doing this then it's the case/power button.
If not, power supply is the most likely...
That's correct 45 Amps across two rails. I have the PSU it's been happily running my PII X4 and 6850 for a year now.
You should get away with a 6950 but you would be pushing the PSU to its limit.
Whats with the 16GB of RAM? Seems like overkill unless it helps in your design programs?
I too would wait for Haswell, if nothing else the Ivy prices may drop slightly.
I guess there is also 3GB of VRAM instead of 2 which will prove useful for future titles.
2 660's is also an option if OP feels 2 in SLI when he has them will be enough power compared to 660TIs or 7950s. The 660s will probably depreciate faster than the other two cards making it cheaper to buy...
This seems to be true the 7950 is faster than the 660TI in more games than not.
I guess it also matters if Crossfire or SLI is better if OP wants to double up. I don't know the answer.
Does the 7950 OC better due to voltage adjustment?
Can he not use the integrated graphics?
Tough choice at the moment I don't feel there are many good G card deals right now. Prices have mostly increased in both the green and red camps for some reason.
What about second hand GTX 580s? are they expensive?

The 7950 is a good choice. Given your game choices though it would be worth considering the 660TI especially for BF3

Hopefully its fine and it is the GPU that is the issue but for instance the PSU could be on the may out and not powering the 430 while which uses far more power than the on board chip. Or another scenario is the motherboard having PCI-E issues.

What power supply do you have?
From your description its not definitive that the problem is your graphics card (even though its most likely).
You may also need a new PSU for the GPUs being suggested so worth factoring that cost in.

SD appears to be very GPU intensive.
Skyrim seems more CPU insensitive but Tom suggests you shouldn't...
You may have a point, it may like more cores. Don't think there are any sys requirements yet?
The game isn't out until September so I would wait before buying a new rig for it as you will get more performance/£ once the game is released.
I also would have thought a 4.2Ghz FX 6100 would bottleneck a lot of games with a 7970 but i'm struggling to find evidence of that happening.
Of course i'm not saying one should buy a FX 6100 over a i5 for gaming if they have the money, but if they cant afford the i5 then the FX won't hurt...
