Setting bios to pcie 3.0 was a good plan as most risers can't handle 4.0
Why do you think it is mobo and not gpu or riser? x570 boards really don't like risers in my limited experience.

AMD will generally be cheaper, cooler, quieter and use less electric for similar performance, depending on your use case.

b550 will get you an extra generation upgrade option over b450.
2x 8GB ram would make a big difference and best to buy them in a kit.

2nd hand would be a brilliant deal, assuming you could actually see the 3600 working before purchasing. I'd say you'd maybe even make a profit on it.
3400G could be a short term option if you wanted to sell your existing GPU (or whole PC) and wait for whatever nvidia and amd do next.
Memory should be a simple matter of going into bios at startup (you'll see a message before windows starts that tells you what button to press), then finding the enable XMP option and selecting it, then save and exit.
3600 will hold it's value as it's so good and people will hold onto it imo. I'd be watching for 3700x dropping in price as more with that will upgrade to 4000 (or 5000 or whatever it is called). I can see 3600x for cheaper than 3600 in some places.

Lets say that a 3080 is more like £800 than £700 just now and is 25% above a 2080Ti in performance. That puts 2080Ti's at around £550-£600, compared to £450-500 before benchmarks yesterday.
