I don't see why not as long as you have the PSU capacity. Also check your motherboard can run 2 PCI slots at 8x or faster concurrently, e.g a lot of x570 boards can't do that.
Those look good, the garden's probably not big enough to max these out but can always take it elsewhere.

Can anyone recommend a base RTR set that has a really long upgrade path? Looking for something good for blasting around the garden that I can slowly upgrade over time.

You're changing my mind :) I'm looking at a Lian Li 011D now as I could put 1 GPU vertically on a riser leaving plenty of space for the other 2.
Having looked at my case (H9 Flow) a bit more I don't see many options without replacing it which I don't want to do as it's fairly new.
There's no space for a bigger board and there's not really much space for a 3rd GPU unless I started watercooling..
The current cards are a 3090 and a 1080Ti...
