You can get a used 2080ti nowadays for £350. They perform somewhere between a 3070 and a 3070ti, but also have 3gb more vram in case it's ever needed. Edit: They also run cooler than most 3070ti and some models run near silent.

The larger fans will move more air compared to the smaller ones at the same rpm. Assuming you're able to fit the larger fans in place of the smaller ones, you should see an improvement in temps.

I second what mickyflinn said. It's probably the PSU. A bad PSU will cause system crashes with the GPU showing up as the primary suspect in most cases. Test out your pc if possible with a different PSU.
