No, the ASRock ION 330 Can be bought without an OS. I have seen a few suppliers advertising this. It comes with 160g hard drive, 2gig ram. It has 2 ram slots. Would it be a good buy for surfing the net, word, Nero, Publisher.

Not everyone is into overclocking! AMD make fine CPU's. If you aren't into Overclocking then i am sure they are fine.
