The stutter I'm referring to is when the game is loading the graphics as you move through the open world at a fast speed. Had the same issue on GTA V. It is known as resource streaming stutter.

@AMDMatt I gain over 25fps in the Witcher 3 when HW is enabled when I move from CCC 15.6 to the modded R300 driver. So yes, AMD are withholding tessellation optimization for the R300 users.

@AMDMatt Why are tessellation pipeline optimizations being withheld for the R9 300 customers only? And why are only the Windows 10 drivers receiving reduced overhead enhancements regardless of the WDDM version?

I get the odd stutter now and again when moving fast in the game, when near a village. Do you have Intel? If so, disable HT, C states, Set power options to high performance and limit the game to 60fps.
