    Install Ubuntu Restricted Extras, that is a bundle of codecs and plugins which are proprietary so they can't be bundled with the OS.

    ATI famously has awful driver support on Linux, was that from downloading it from the Administration->Hardware Drivers (thats what it is in 9.10 anyway) tab or from the ATI website?

    I don't like wubi personally, Live USBs are better IMO. The package download problem is because you haven't updated it, so check all of the software sources and update it.
