Yes. Look at a 4pin connector and the plastic tab is placed across just 3 of the 4pins so you know where to put a 3pin fan.

You need a Z chipset board to overclock.

YOu could make an argument for going for the RTyzen 1600 (6cores/12threads) but then you are even further away from the £400 target which is already a pipe dream with the 1500X.

Yes they come with a stock heatsink and yes you can clock them (but add a bigger heatsink).
