The first thing I do when looking at cars is put the reg in to get an insurance quote. I find it quite annoying when the reg is covered up or hidden by the angle of the car, if I can't get an insurance quote then I'm not interested in the car.

I'd try wet sanding it (1500/2000 grit sandpaper) and polishing it back up. It does just look like paint from the pole has been transferred to your bumper. It's worth a try since you can't really make it any worse. Worst case scenario you have to have it resprayed.

I sold my first car (a classic Mini) recently and felt a bit guilty about letting it go. I consoled myself by thinking how much more comfortable a modern car would be in winter though and how I wouldn't need to keep paying for welding.
