Perhaps it's a little early to say it's evolution yet, but it could certainly be considered a potential step towards something else, if indeed it was allowed to continue and showed positive effects.

That's just being pedantic. Evolution is the result of mutation and, you're right, this duck will probably die. However, the human idea of more legs/arms/ being beneficial (running faster, groping more breasts) may not be scientifically accurate but it is a jovial idea that most people think of when seeing such mutations.
